On June 10, more than 120 organizations sent a letter to U.S. Senate leaders urging them to oppose a provision in the budget reconciliation bill (H.R.1) that would impose a 3.5% tax on remittances sent by non-citizens.
The letter argues that the provision will exacerbate the root causes of forced migration by reducing the resources received by family members in the countries of origin: “These transfers pay for food, medicine, school fees, rent, and essential services for children, elderly parents, and relatives left behind. Taxing these vital flows is not just financially burdensome, it is morally wrong. Non-citizens are already paying taxes, this would be another layer of tax to disincentivize international transfers.”
